Our platform is designed with UK regulatory expectations in mind. Below you will find our complete compliance framework, platform terms, and governance position.

This framework sets out the platform's legal position, responsibilities, and governance boundaries. All users must read and accept these terms before using the platform.

Section 1

Platform Role & Legal Position

Platform Status

BlueLight Workforce acts strictly as an INTRODUCER. The platform is a UK-based healthcare workforce network that connects healthcare professionals with independent organisations. It is NOT an employer, agency, regulator, or medical provider.

What We Verify

The platform verifies: presence of documents, consistency of information, and plausibility. The platform does NOT verify: clinical ability, governance compliance, right to work, or fitness to practise.

No Clinical Responsibility

The platform does not provide clinical care, direct decision-making, or assume responsibility for patient outcomes. All engagement decisions remain with the engaging organisation.

Section 2

Clinician Vetting Model

Level 1 – Self-Declared Profile

All clinicians start automatically with a self-declared profile including role/grade, experience summary, skills list, and availability. Profiles are not approved or rejected at this stage.

Level 2 – Platform Verified Status

Clinicians may achieve 'Platform Verified' status by uploading required documents: Photo ID, primary qualification certificate, DBS or PVG, and life support certificate (role-dependent). Admin checks confirm document presence, name matching, and sensible expiry dates only.

Verification Limits

Admins do NOT contact issuing bodies, confirm authenticity, confirm competence, confirm DBS status, or confirm right to work. Badge wording: 'Documents reviewed for presence and apparent validity only.'

Section 3

Provider Vetting Model

Business Identity Check

Before posting listings, providers must supply: organisation name, named contact, business email (personal emails blocked), and company registration number (if applicable).

Mandatory Governance Declaration

Providers must confirm: 'We are responsible for clinical governance, insurance, induction, and supervision of any staff engaged through this platform.' Providers cannot create listings without this declaration.

Insurance & CQC Status

Providers must upload public liability insurance and employers' liability (if applicable). CQC registration is declared only — displayed as 'CQC Status: Declared / Not applicable'. No validation claims are made.

Section 4

Verification Framework

Document Presence Check

Required documents for verification: Photo ID, primary qualification certificate, DBS or PVG certificate (user-provided), and life support certificate (role-dependent).

Verification Outcomes

Platform Verified: Documents present and reviewed. Not Verified: Profile remains visible. Providers see document categories present (NOT files), expiry indicators (green/amber/red), and Platform Verified badge.

Hard Limits

The platform does NOT: rank clinicians by quality, endorse competence, approve scope of practice, issue right-to-work confirmation, or label clinicians as 'approved' or 'safe'.

Section 5

Safeguarding & Conduct

Zero Tolerance Policy

The platform has zero tolerance for abuse, harassment, discrimination, fraud, misrepresentation, and unsafe practice.

Internal Trust Monitoring

Admin-only tracking includes: profile completeness, time on platform, provider feedback flags, dispute history, and cancellation patterns. This data is NOT displayed publicly — no scores, ratings, or trust levels are shown to users.

Data Protection & GDPR

Data Handling

The platform is UK GDPR compliant with secure document storage, access-controlled profiles, and user-controlled visibility. Data is shared only with registered organisations for work facilitation and is never sold.

Section 7

Provider End Responsibilities

Provider Obligations

Engaging organisations MUST: perform their own checks, confirm scope of practice, provide induction, and confirm insurance compatibility. The platform supports by showing document categories present, expiry indicators, and Platform Verified badge.

Governance Responsibility

Providers retain full responsibility for clinical governance, policies and procedures, supervision and induction, and incident reporting. The platform does not approve pathways or supervise practice.

Section 8

Insurance & Liability

Clinician Insurance

Clinicians must hold appropriate indemnity, driving insurance (if applicable), and role-specific cover.

Company Insurance

Companies must hold public liability, employers' liability (if applicable), and appropriate cover. Platform liability is limited to the maximum extent permitted by law.

Section 9

Termination & Suspension

Grounds for Action

Accounts may be suspended or terminated for breach of terms, safety risks, reputational harm, or legal concerns. No refunds are issued for termination due to breach.

Transparency Statement

Our Purpose

We exist to make private pre-hospital staffing safer, more transparent, and more professional. Our role is to connect people — not replace proper governance.
